stator plate too tight on 9.5

My friend was changing a cracked coil and he noticed the the stator plate had a bit of slop. I told him about the tighting up the brass collar and He went overboard with the hammer and punch, now he says the stator wont move when reassembled. I told him to take it back apart and pound out his indentations and try it again. He called back later to say he did that but its now marred -up and will now move when its all reassembled but the throttle is pretty hard to turn.
ANY sugesstions, maybe take the ring off and sand out his marring marks, get a new or used ring, he did say that if he just lightly tightened down the 4 screws it seems to move freely when back together but i`m concerned about them comming loose when running, should i tell him to do that but use loctite so they won`t back out ? (he said the taper side is down on the support ring) Thanks

Murhy's Law:

Once something is FUBAR'ed, anything done to fix it will only make it worse.

Replace the FUBAR'ed part.

EBay comes to mind.

Loctite the screws and see how it goes, parts are easy to find if it continues to be a problem.

Thanks for the replies. He said he sanded down the ring as best he could to remove the marks and just snugged-up the screws with lock tight. Says it seems the throttle works pretty good, stator has no play in it now. He told me it seems to idle much smoother now.
