Starting my 1967 9.5 HP Johnson

When I pull the recoil to start the engine, and it doesn't start, I notice a white film in the water and it smells like gas. The motor starts and stays running but when I stop and then try and start it again it takes a while to get it running and sometimes it just won't. Any suggestions?

film is gas and oil. have you check spark on both cylinders, when was your carb last cleaned and a rebuild kit installed. have you ever checked compression. it takes these 3 things in proper ratio, for it to start easily, and run correctly.
