There is a bendix drive in that starter that is the mechanical device with teeth that engages the flywheel. When that part dies you can get the symptoms you are describing. See prior post by pss-mag for testing info. If your friend is capable of rebuilding the starter get that bendix and replace it and its bushing at the end, replace the brushes too while you are in there. I had someone rebuild mine like that and for $90 I was good to go vs. buying a new one at more than twice that price.
