There is a bendix drive in that starter that is the mechanical device with teeth that engages the flywheel. When that part dies you can get the symptoms you are describing. See prior post by pss-mag for testing info. If your friend is capable of rebuilding the starter get that bendix and replace it and its bushing at the end, replace the brushes too while you are in there. I had someone rebuild mine like that and for $90 I was good to go vs. buying a new one at more than twice that price.

Also running with out water will burn up both of the impellers, you have 2 one in the lower unit and one in your water pump, all it takes is idling for 30 seconds with out water or one kick back when you kill it...... End result means you'll be posting about over heating problem.

First of all, he has a Volvo so he doesn't have an impeller in the lower unit. It is in a separate raw water pump on the engine. Second, the impeller in the circulating pump on the engine is metal so it won't burn up.

That is the one...there are other places to get it other than thru VP though.
