Well, I tried swapping the module and trying again, same results. No firing on the motor. So it isn't the module, the coil, or the dizzy.
No cracks or damage to the distributer cap. Inside contacts also look good. Batteries are brand new, voltage is good at the batteries, and at the positive lead of the starter. The motor appears to be spinning over quickly.
