Starter Troubles

We had the starter rebuilt this year and when I put back into the engine, i can't get it to set properly with the fly wheel. It is grinding on the flywheel and shredding it up. The ear on the engine block for the starter has broke and i don't know if it is allowing the starter to move a little. I have tried to JB Weld the Ear back on and it does not look like it is moving bit i can't tell. Also i have tried to shim it and no luck. Any ideas?

It is a 4.3L mercruiser engine

That ear holds one of the two vertical bolts that hold the starter in position so yes-- the starter is very likely twisting creating misalignment. Does the starter use another bracket at the opposite end of the starter. It would fasten to one of the small bolts that holds the end plate on. If its missing, get one from a junk yard and add it. That would help keep it from twisting, but with one large bolt missing, it may snap off the end cover bolt as well.
