starter solenoid faulty (i think)

I think i have worked out my starter solenoid on my 81 70hp marnier is faulty, i used a multi meter on the yellow wire from the battery to the solenoid (little bolt) and i has 12v when switched to start and then back to 0 when switched off.

although when i test the lasrge yellow wire to the bottom of the starter motor i have 0 to .40 volts so not even one volt. so i think it is not even throwing any voltage to the starter thats why it wont start, although when i put screw driver between 2 bolts on the starter solenoid it start up.

whats going on, any help would be greatly appreciated.
