Starter problems?

I picked up a nice boat with a 30hp mariner. No idea on the year. Boat pull starts and runs great but I can't get the electric start to work. You turn the key and just hear a whine. After doing so I touched the negative battery post and it was hot and ended up burning my fingers pretty good What should I be looking at a wiring issue or a starter?

Clean and tighten the battery cables at the battery. High resistance makes heat.
