Starter Issues on Mercury 115

Binion is not engaging on my 1999 Mercury 115 4 cylinder. There are other symptoms that may help diagnose. I replaced the starter. Same symptoms. Also, the key will just fall out of the ignition. Not sure if that could be causing a grounding issue? And it always beeped before starting. And now it won't beep. It doesn't seem to be starter as I have a new starter in. so why did it stop beeping? Why won't the key stay in ignition? and the biggest issue, why won't a brand new Binion engage. It spins great, just like the old one.

Get battery load tested first.----Battery wires hooked up properly ?

I have 12.3 volts on battery. 12.3 Volts from positive terminal of battery to positive on motor. 12.3 volts through the capaciter. 12.3 volts from beginning of capaciter to end of starter. and 12.4 volts from black on motor to negative terminal on battery. The binion spins freely, but apparently not fast enough to raise her. All electrical tests seem good according to volt meter. It seems like cables are good, but I am sure they are old. Maybe there can be an amp issue even if the volts test out okay with volt meter Key is not staying in ignition. That is new. But I can turn it and binion goes. And of course no beep anymore. All happened at same time. This is a new battery.

Yes, battery test, new ignition, and clean all connections at the battery and Bloch, including the grounds. After you think the connections are clean , clean them again.

Since ignition started acting funny I will probably do that first I guess. And then maybe the cables next. I just put a new starter in and cleaned all the connections. And I am getting zero voltage drop in the entire system. This is hard to diagnose. No symptoms other than key coming out of ignition for some reason and no beep on start up

12.3 v is 60% charged.
I will charge it up. I started with a starting battery. And I have a trolling motor battery that is brand new. So I tried that too, butI had just used it out so maybe if I charge it up that will give a little more power. It seems binion isn't spinning fast enough. But Battery is only one week old Group 27 It isn't the battery. After I give it a full charge and it does the same thing. We will just start from beginning. New starter. New cables. New Solenoid. It already has a new battery and a new starter.

A lot of those starters are permanent magnet ones. If they are connected backward, they will spin backward and the bendix cannot engage.

You should be able to turn the bendix up to engage the flywheel, before powering the starter with the start position on the ign key. If the bendix then goes down, as the starter turns, she is likely connected wrong.

i would put jumper cables straight from battery to starter that will test battery and starter

if i understand the 12.4 v you said from black meaning ground at starter and negative battery post that would indicate a loose connection in that circuit
