Starter and throttle - 4hp Johnson Seahorse 1983

I have a 4hp Johnson Seahorse. Replaced the water pump and both coils. Now when I pull the starter the throttle lever moves. Any idea why?

Coils need to be set in the correct position.----Simple as that.
