Starcraft Islander replacing the foam

My dive buddy and I bought a 1990 Starcraft Islander 221V that we are switching from an I/O to an outboard. I started ripping out the rotted floorboards and the foam underneath and found the bottom 2 inches of foam to be saturated with water. Do I have to replace the foam or can I just leave it empty?

Do you dive with safety in mind with good equipment? Why shortcut the flotation that can help save your life?

The foam isn't to stop the boat from sinking, it is keep the boat awash for you to hang on to it unto you are rescued.

In my opinion, yes, replace the flotation foam for your well being.
