Spring Woes with Mariner 20

So I put the boat in the water last weekend after the winter and it all seemed good. The battery was dead but the motor went and idled after the second pull. After letting it idle for a bit I pushed off from the dock and as soon as I put it in FWD it cut out. I pulled it over again, let it idle and put it in FWD and it cut out. After a few tries with this I couldn't get it to start again so rowed back tot he dock. Here is what I have been through so far and looking for some advice.

1) Bad Gas - The 25 gallons of mixed oil sat in the shed all winter with no heat so I dumped the tank and refilled with new gas. - No affect
2) Charged the battery - No affect other then I can use the key to try and start it now instead of pulling it over
3) Checked that the tank vent was open
4) Checked that the fuel line to the motor was pumping and free
5) The fuel tank line squeeze pump was tight
6) Pulled over the motor while in drive and the prop spins
7) I removed the spark plugs and pulled it over while touching them against the engine and didn't see a spark. However these are a surface discharge plug and not sure if they will spark the same way as a regular plug.

I have new plugs to try this weekend but looking for some other hints before I try to borrow a trailer and haul it back into town for servicing.
