Speed Issue

My problem is that my boat is not responding properly and cannot get past 3200 rpms. Seems like the carb is trying to catch up. I thought I might be getting either too much gas or too little. Idles around 900. Carb has been rebuilt, has new plugs and wires, caps and points, and I run seafoam in every tank fill up. Can't get past 3/4 throttle without bogging down. What it does is I will give it throttle, it boggs down, and then without giving it more throttle or less throttle it will just speed (catch) up. Would this have anything to do with the idle mixture screw? Timing has been checked and set to spec not advanced at all. Looking for some new advice what could cause this.

'No' to the idle mixture screw...all that it affects is your idle smoothness.

You have a points distributor, and it could be that the advance weights (and springs) are not totally 'free'. They could be hanging up, and then when they release you are 'good to go'.

I would also see if you can get your hands on a dwell meter to check your point gap...it is the correct way to set them.

I have used a dwell meter and it is set to spec. How do I check the advance weights and springs? Are those under the rotor? Also, could this have something to do with the float in my carb?

I haven't had to mess with these in a long time, and maybe someone can jump in here to tell you just where yours would be. They will need your engine serial number to be precise. But...they aren't hard to spot and will look like these:
