Spark?

Ok I have a 1990 3hp Evinrude E3BRESR. It started but did not idle or hold rpm well so I cleaned the carb but, did not use a rebuild kit. After cleaning it ran much better at idle but would still lose power for a second at full throttle then regain power from time to time. It also did not seem to hold a rpm well at full throttle. I used it a few times in this state and figured I just needed to get a rebuild kit. Last time I used it, it died running full throttle, it restarted but would die at half throttle. Then idling back to the ramp the motor slowly keep losing power till it stopped running all together. I went to get rebuild kit today for carb and will do rebuild tomorrow.
I checked the spark just now by pulling the plugs then putting them back on the wires and pulling the starter cord. no visible spark but I could feel a very weak jolt if i held onto the plug. So my issue is spark not carb right?
Where do I go from here guys?

were the plugs well grounded when you did the spark test? ( a proper spark test tool is around $10) . if the motor has electronic ignition, not grounding the plugs while cranking the engine could ruin the ignition. are you running the correct plugs for the motor?

By the parts breakdown you have points, condensor and a coil under the flywheel, you need to pull the flywheel and check the point gap,clean and reset if needed, and make sure there is no cracks in the coil.
Your system should produce enough spark to jump a 1/4" air gap, you cannot do a proper spark check by holding the plug next to the block.
That should get the ignition system in shape.
