Something wrong with my tilt.

Got a 1987 Yamaha model 30 elh. Manual tilt. Trying to tilt the motor back up. Seem something is making it stuck . Push the lever down or up nothing. I can't make moved up. Just got this motor and boat. With no history. Please help

You will have to inspect and find where or what is binding that is keeping it from moving.
