Get the water out of the engine crankcase replace oil, take spark plugs out spin engine to expel any water from combustion chambers and get it running. Dont let the water sit in there. Then repeatedly change the oil until it runs clear.
Have them trouble shoot what causes it not to run. It's high school auto class 101

after replacing I’m not sure how many things last year carb starter I forgot what else but it was a lot they delivered the boat in October to me winterized and wrapped. I was super excited to unwrap her and goooo but nooo go. Bought a new battery still wouldn’t start / I was like oh maybe it has no gas (gauge has never worked) put 5 gallons in it. Nothing -one of the distributor lines was off hooked that up -it definitely wanted to start. Went back at it the next day and the engine compartment and boat smell like gas and there was some gas coming out from the drain plug.( not a lot) Took battery out - waiting and waiting on the shop to come get it. I did find a random clear tube w a nut on one end but no idea where or where that might go. I’m so sad 
. I’m more mad at the shop, and since they did all this work on it last year and promised me my boat wasn’t ruined. Any ideas suggestions are great appreciated so welcome.
