Small Fitting on Block

I have a 1986 Mariner 175 that has a broken fitting on the cylinder block. Located at #5 cylinder on outside of block. This fitting is a 90 degree elbow that was broken during shipping. What does this do? and does anyone know the best means of repairing this. I don't know if there are treads to use easy out on or not. someone else suggested that this fitting may be pressed in block. There is a little rubber line ( 1/8") that I assume provides oil to cylinder but know very little about function of this fitting and hose. Thanks Friends.

That the bleed line fitting and it can be popped out with a drywall screw and a pair of visegrips...
