Hmmmm. Looks pretty dangerous, especially for what also looks like some pretty lame tubing. Using the mud motor would only make it more dangerous, and it would make pulling the tube even more difficult.
I used to pull our (small) children behind a 14' aluminum boat with a 10HP motor. It was just fast enough to be thrilling for a six year old. I would think an inflatable with a 15HP, holding two small adults, might be able to provide a fun ride for a small adult on a tube, but you won't be able to do much and the ride will get boring pretty quickly.
A used jet ski would be a much better bet, although it would have some storage issues (not like a full size boat, though).
Make sure you have good, fully paid liability insurance.
