I've searched and read that milky oil coming from the center of the prop is just normal. Unburnt fuel/oil. Today I ran my 9.9 on muffs for a while tuning etc. here's a picture from it. Is this really normal?

No, that's not normal (in my opinion). That's a serious build up of unburned fuel and oil. I'd suggest a thorough tune up starting with a compression test.

That creamy looking emulsion looks more like lower unit oil and water mix. Maybe remove your prop and check for prop shaft seal leaking, fishing line around prop shaft and under seal causing leak or seal damage. Also check lower unit oil for water in oil(leaking seals). Leaks can be from drain/fill plug seals/gaskets, prop shaft seals, shifter shaft seal or drive shaft seal. Good Luck!:)

That's the funny thing. Lower unit was just serviced with all new seals and water pump. It did this before the service too. Oil in the leg is new an looks perfect. This has never been in water yet, just had the muffs on for the first time. Carb was just rebuilt, and new plugs. I didn't check the compression but I will do that. I'm kinda stumped though....

Maybe the idle mixture is set way too rich? If the gearlube is full, clean and no water, it must be unburned fuel mix. I don't use muff's often, but that is quite a bit of build-up. Maybe normal if you ran on muffs for quite awhile.. I don't know.

If your motor is pre-'77, it has points ignition. Perhaps the points are set wrong. Should be .020" at widest gap on cam. If it's less, it'll be timed 'late' and perhaps not burn completely.. or maybe gapped too wide and pre-igniting? Just throwing it out there :)

Do your final tuning in a barrel or on the lake where you have exhaust back-pressure..

I'll take a look and see.
