I dont know if this would be it or not but I could have overlooked it easily... one of the support arms on the float is cracked in half

The repair kit comes with a new float.

why all the problems with these motors?? my 96 johnson never had a tech work on it until about two years ago and it has been right since. befor e I did all the service

This 2-year-old thread was resolved... years ago. And the issue was a combination of our EPA lean-carb requirements, coupled with a guy who was still learning to turn wrenches on outboards. That is why.
