Single acting Hydraulic Cylinder Woods Batwing

Have a Woods Batwing finish mower model 9204RD-2

Issue: L/R wings will not move enough to lock into transport latches without manual help

It use to be only the left wouldn't latch without help but now it's both.

Noticed today that the piston on the ring has not retracted and has at least 1 inch of the rod showing. The cylinder on the left has maybe 3/8 inch showing. The rear wing latches every time without issue

Got to think what could cause this. I'm assuming one side is hydraulic fluid and the other side is just air. There are no leaks on cylinders. What might be the cause? The nut is backing off on inner piston or something else

Check for low hydraulic fluid level being the problem. By now level may be low enough to be foaming up the oil.

Went out with a ratchet wrench earlier to pull plug on bottom of cylinder but couldn't budge it, going to need a breaker bar I think

Removed pipe plug, and when cylinder was retracted it belched out some oil. Going to drill maybe a 1/16 hole in the plug for now. I see they make breather plugs and may change later. Also need to look into cylinder rebuild kit
