i have a 2007 200 HO Evinrude , that shut down while i was boating , since with only crank fly wheel 1/4 turn --- checked batteries up to sillinoid and had 12 plus volts on starter pole at starting would only show 5 volts is this a sillinoid problem and could that have caused boat to shut down ? if not any other places i could check ?

Have you tried jumpering around the solenoid? If it cranks well, the solenoid is bad. Also, do a voltage drop test across the solenoid while cranking. > 3 vdc is bad.

check your connections. you can read 12 volts with no load, but if you have a corroded connection that will seriously mess with it.
