It may just be tight gears, which is a good thing. To test for neutral, try to turn the prop by hand in neutral, ignition key OFF, Lanyard switch key PULLED.. If it turns, but doesn't turn the motor,it is in neutral. If the flywheel want to turn too, it is definately in gear.

The lanyard switch is the safety switch/stop button. It may be of the style that hooks to your wrist incase you fall overboard (the plastic wound style with a flat end that goes under a button that you pull out) or it could be as simple as a of and on switch that you use to make sure the engine will not start until you want it to. ;)

The '69 55 has a hydro electric shift lower unit. With the motor not running it will always be in forward gear no matter where the shift selector switch is. There are diodes that keep the motor in neutral as you engage the starter. Once the motor starts oil pressure keeps it in neutral.

Good luck!

Thanks to all
Would the lanyard be on the shifter and marked start? or on the dash silver knob that you pull out. If it's the pull out knob on the dash should it be in or out while starting?
