Should I plug the scuppers

This is the first boat I have ever owned with scuppers and they just dont seem like a good thing to have on a boat. These scuppers are on the boat's waterline, I think it is a bad design. These are the scuppers that have a ping pong ball inside. If I step in either back corner of the boat, water starts to come in through the scupper. How do you check a scupper to ensure that it is performing properly. Should I plug them? What is the disadvantage?

They're not supposed to leak like that, see if theres some seaweed clogging the sealing face inside, or are the balls waterlogged.?
I've read expert opinions that go either way, if you block them consider where the water will go instead.

Scuppers are meant to be there. Change them out with a design that you like. I understand its not a pretty situation when you see water in your cockpit. Check and see if your deck level is below waterline. Ping pong are old scuppers. It does'nt matter if scuppers are below waterline, as long as you have proper scuppers for that application. DO NOT plug them. You'll wish you did'nt if you take on water. Good luck.
