Should I file a complaint against the operator of a speedboat cruise company? How?

Greetings all,

I was anchored and fishing with some friends by the breakwater offshore near downtown Chicago (if you are familiar with the area: in the northeast corner of the playpen anchored a little bit further from the wall than the distance of a good long cast) yesterday 7/3. During the course of the late morning/early afternoon a commercially operated speedboat called the Seadog (by its colors I'm assuming it was the "Extreme" version) would appear every so often doing its spins in the breakwater area but generally wasn't bothersome to us except for the large wake that would eventually reach us (which was fine given the boat's respectable distance between us). But eventually, it seemed that the operator started getting progressively bolder and closer to us such that we began to have to return to our seats and grab hold of a handle whenever he passed. Finally, on one of its trips/tours/whatever, the Seadog actually sped through the narrow area between us and the breakwater at a high speed! At this point, having left a pucker mark in my seat from the wake sent up by that, and wary of perceived aggression, I decided to pull up anchor and head back to the harbor. I don't know the limits of my boat against such artificial conditions, nor did I have the desire to find out.

I followed the breakwater south until it was about time that I head SW across the open water area inside the breakwater towards the harbor. Suddenly the Seadog came up on my starboard side and cut south in front of me. There wasn't much time to react but I managed to turn enough to take the wave at about 45 degrees. Two larges waves crashed over my bow and gave quite a fright to my passengers (and my bilge a workout). A minute later, everyone pointed out that he was coming back, and sure enough, the Seadog came from my port side and raced across my bow again. This time I had more warning and slowed down and moved my passenger in the bow to the aft. I was too busy piloting the boat to really think about it at the time, but according to everyone else on board they were convinced that the Seadog was having fun with us at our expense (to quote my friend "he's chasing us!").

I fail to understand why the much larger vessel chose to get so close to me and I can't help but think that given the wide area of water and lack of other boat traffic in the vicinity that it was intentional harassment. Now, my runabout at 19' isn't a small fishing boat, but it definitely isn't one of the posh 30' yachts you typically see out in that area on a holiday weekend making me think I was an easy mark.

Any thoughts? Do I have a legitimate grievance such that I should file a complaint with the Chicago PD? Or was this guy just being a jerk and my only recourse is to lodge a complaint with the BBB. And was there anything that I might have been doing wrong?

So this was some jagoff in a rental boat? I'd certainly complain to the rental co., but unless they can tell you (and they likely won't) who it was, dunno what remedy you'll get.

This is why I will not go out on a holiday weekend.

Sorry, I should have been more descriptive, but as you can tell already, brevity is not my strong point :). No, it's not a rental. According to their website it's 65', seats 125, with 1400 hp. Not small! I'm also having second thoughts about going out on a holiday weekend now.

I would just complain to the company that operates the vessel. I don't think the police will help much.

That's downright criminal. You are responsible for your wake. The operator should be jailed by the police.

Oh wait, you're in Chicago.

I would just complain to the company that operates the vessel. I don't think the police will help much.

I'm assuming the CPD wouldn't do anything either, it's a he said, she said thing and there were no police boats around at the time -- and I was too flustered to use my radio. I was thinking more along the lines of having a formal complaint on file somewhere. If this company has a history of this, then enough complaints on file might warrant some action.

For things like this, pictures, date and time of the offense, and then a professional letter, written to address what the specific issues were and consequences for the next occurrence should help address the issue. Hard to go back in time, but I always carry a camera with me for situations just like that!

most of these infractions have to be witnessed for the police to get involved, unless you suffered some type of damage. I'd find out who owns that boat, and send them a very strongly worded complaint. Not sure what, if anything, they'd do, perhaps they have an ignorant or agressive captian operating the craft. See what if any, response you get an go from there.

I would definitely file a complaint with whatever law enforcement agency has jurisdiction, as well as the Coast Guard. That hot dog may kill someone next time.:mad:

I would think that making an appearance at the dock , and asking the captain of that vessel what we could do about this situation , may fix this problem. We all know he has a schedule to keep,... but that shoudn't include obvious harrassment on the water to smaller vessels....

I'd have sent a flare across his bow for that crap... then I'd have called the coast guard and I'd be going down to talk to the owner of the boats.

I like the flare across his bow idea :D can u imagine one of the customers yelling "that guy you keep buzzing has a gun! " hehehe my idea of justice ....

So the 'captain' is a 24 year old former high school jock, no formal training on seamanship what so ever, who got the job because his sister 'knew' one of the former captains. (yeah, pretty sure I know what that means!)



Once a high-school football star, Dolan took the job with Entertainment Cruises after a knee injury sidelined him. ?I couldn?t do two-a-day practices in the summer anymore,? he says. ?My sister knew one of the Seadog captains, so I got a job as a deckhand there.? He worked on the various boats in the Entertainment Cruises fleet, and for a while he drove water taxis for a different company, Shoreline. But he?s spent the most time on the Seadog boats?the original yellow Seadog and its amped-up newer sibling, the fiery red Seadog Extreme.

I would have stopped in front of him after the second time he crossed my path. Then I would Have my men board his ship With swords and cutlasses, and and order them to show no mercy!

Legally (in my opinion) this was assault with a deadly weapon. Contact the prosecutor, not the PD. PD does have to witness it for them to get involved. Prosecutor does not have to witness it. However, you need to ask yourself if it is worth your time and effort. You should have immediately placed a phone call or radio call. As a minimum, you could have made his life interesting.

Assuming you were in the Grant Park area, I'd do my boating elsewhere, that area, whether land or sea, is way to busy for me. Waveland is real nice, just a little bit N, or Belmont.

I imagine you aren't his first "victim", probably won't be his last. Unfortunately, until he hurts someone (or someone gets killed), CPD and harbor patrol won't eff with it...and that's unfortunate.

Best you not become a statistic to prove what this a-hole is doing...

Instances like this is where the beauty of todays digital photography and video really shine. Arm yourself with a camera next time you're out!
