Should I buy this Mercury 40 horse?

Good evening, I wanted to get some people’s opinions on this outboard. I am very mechanically inclined when it comes to outboards and I’m always on the look for good deals that I can sell for some profit. I was wondering if this outboard would be a good fixer upper. There is no pictures of the actual power head which if this unit is a good buy maybe I will ask for some pics of the power head to see. Cowling isn’t in the best condition and I’m pretty sure I see a crack in it. The seller doesn’t say anything about controls but there is a control box in the pictures under the outboard. If the seller will sell me the controls or some controls and the outboard for $400 do you think that is a good buy or should I offer a little less, maybe $375 or $350. Just let me know your opinions on it. 2 cylinder 40Hp appears with no trim. If it runs good and looks good worth $800-1300. in my area.

Does it run ?? Compression ?? What year ?? I would never buy anything based on just pics alone !!

Lots of exterior damage (missing clamp screws) who knows what has happened to the powerhead internals!
