I was given a evinrude 9.9 short shaft.The transum of my boat is 22'' .Can i use it just to fish short runs not trying to run fast or long.

You might be able to idle along and that is about all you can do.

I should think there is a good chance that the engine will be starved of cooling water and the prop will surely be thrashing about only partially immersed.

I not think it will be of any use to you at all
