Short Shaft v Long Shaft

This happens to be about a 15 hp 2-stroke Merc, but would apply to all outboards I assume.

I know that one typically buys a shaft length because of the transom height of their boat. But what is the disadvantage, if any, of putting a 20" (long shaft) engine on a boat with a 15" transom?

Are there are issues other than having more shaft below the bottom of the boat?

Any help or advice would be most appreciated,

The engine will cause drag to the point that it mat not plane the boat and terrible fuel consumption
