Shifting rod linkage getting stuck on transmission part can’t get out of forward

Hey everyone was hoping someone had a solution for this. Have a 9.5hp Evinrude sportwin had issues getting out of forward gear. Took it apart to adjust the shift rod but couldn’t twist it down? The shift linkage moves around freely and gets stuck not letting me leave forward gear as it’s just above where it should be held in place. What can I do to adjust the rod or should I try welding something there to stop it? It doesn’t seem natural. Attached a picture showing the stuck position…I feel like shift rod should be a few mm lower but can’t figure out how to twist it to regulate it. Any help is welcome thanks guys

Simple-----That shift rod does not turn.-----There is no adjustment there !----If throttle is not at slow idle it can not be shifted.----Find the real issue.----Your location ?

has indicated the shift rod can not rotate by design !

but...you may want to adjust the shift rod lever operation where it meets the shifter handle. loosed the bolt to make adjustments

is this a new to you motor
is this a sudden "new problem" for you
ever took the GC apart to reseal it

hopefully the detent spring was not left out

Adjusted the shift lever and inverted the shifting rod connection so the bolts would not get stuck again. Seems to be shifting effortlessly now hopefully it last and that brass connector don’t move out of place after the adjustment

The brass connecter is not an adjustment.----Line up the notch with the hole.---Then put the bolt in.----When bolts are tight that brass piece should not move,

Turn the brass connector 1/4 of a turn so the flat side is facing towards the impeller housing and so it not hit the casting when shifting gear.
The screw should go through the connector in the shift rod grove and be tight so the connector do not turn.
