Shifting problem 60 HP Merc. 2002 2 stroke

I have a Mercury 60 3 cly 2 stroke that I started having trouble going into forward gear. I had to replace the prop shaft carrier and prop due to a spun prop issue. after having done this the dog clutch doesn't want to catch going forward. Reverse is ok. I have tried adjusting shift cable but it didn't help.

Anyone have any idea's? I have taken drive apart and inspected eveything and all parts look good.

Disconnect the shift cable at the engine and try shifting manually (engine off) but have someone turn the prop by hand as you do this. If you try and shift without the engine running or the prop being turned it may not shift because the clutch dogs are not lined up properly. If it still refuses to shift properly there is a lower unit issue. If it does, you still have a cable adjustment issue.

I have tried this and it will only work with the engine tilted up. If I lower it to operation position it will not go into gear (running or not) I take that back some times it goes into gear running but not like it should. Adjusting the cable doesn't seem to help.

try removing the lower unit & make sure it shifts FNR OK ..put the lower unit in forward & the shift lever in forward & reinstall the lower unit.. & then check it out.
