Shifter locked up

I am changing my water pump on my '84 35hp Merc. Since putting the lower unit back on the gear shifter is stuck in neutral. I have removed the lower unit again and the shifter still will not budge. Shouldn't the shifter move freely without the lower unit? What could be the problem?

If you are talking about the upper part of the shift rod and remote control part of it is not working, ck under the carb you probable did not get the shift shafts lined up and have pushed the upper shaft up till it is binding

Thanks, That worked. Now I put everything back together and it still is not spitting. Any suggestions?

Are you running on muffs or in a barrel? Impeller key in correctly? Impeller blades facing the correct direction?

I am actually atempting this in the water. I know its a bad idea but i dont have a trailer. I am going to drop the lower unit again. The fins should be set for a clockwise turn correct?
