Shift Shaft Rubber Sleeve

1996 - Alpha One - Gen Two outdrive.
What is the purpose of this rubber sleeve.?
I'm asking about Item C in this diagram:

It's kind of like a dust seal, but for underwater use. It helps keep debris from collecting on top of the shaft seals, which extends their life.
