Shift lever starter lockout

I have an 83 mariner 60hp outboard. The shifting lever is real squirrely finding a spot where the engine will crank. Sometimes it's fine but sometimes it only cranks all the way in rerverse. I do push the center release button to take it out of gear. Is the starting lockout in the shift lever box or back at the engine. I've looked through this forum and cant find anything about this problem Maybe I just searched for the wrong thing.

there is a neutral safety switch in the control box. it might be bent of out of adjustment.

Thanks. I didnt want to open that up if there was no reason.
