Shift cable question

I have a stingray 536 and am changing the shift cable bellows. The others are in excellent condition so Im not touching them right now. I noticed that there is nothing on the inside holding that cable in place. In other words it seems to me that the cable is able to move in and out of the transom when it is shifted from forward to reverse which is putting unnecessary strain on the bellows. I did watch some videos and there is supposed to me some type of cover on the cable which I dont have.
I guess the question is should the cable me anchored at the transom so it isnt able to slide in the hole.

If so the cable is anchored to the bell housing on both alpha and bravo styles

The cable needs to move at the transom assembly and the bellows needs to stretch and move due to steering and trim/tilt

Thanks! I think I now understand. So the bellow is attached, sealed and clamped at the transom and also sealed and clamped to the bell housing so the cable is completely dry under operation. The bellows isnt just clamped to the lip on the transom and then clamped directly to the cable which would provide the water tite seal to the transom only.
