Serial Number ID and no spark issue

Looking for assistance with a 40hp Mercury: Engine died idling up to dock (lucky!) and would not restart. In went a fresh set of plugs, and attempted restart. No start, pulled fresh plugs finding them fuel fouled. My questions are these:

1. What engine is this? The serial number is 0D068861.
2. How do I test the ignition system?

The fact that you have zero spark on all cylinders could be the kill switch or something that effects the entire ignition system. So look for the common denominator for the ignition system and not so much about individual cylinder spark coils and such. And all the spark plugs being wet (fuel soaked) is because the ignition doesn't work so that is to be expected. A good schematic diagram would be the first thing I would look for. I tried to look up the year of your engine, but haven't found anything that looked correct not seeing your engine personally. Try going to boat dot net (remove the word dot) and see what you can find that does look like your engine. The you can get the year and a lot of break downs and part listings. JMHO
