Sea King 9.2hp Motor will not start

I have a old 9.2hp sea king motor that just will not start. The motor has a new fuel pump diaphragm and spark. The motor however seams like it is not getting any fuel and will not pop at all a when I turn it over. I can get it to back fire once in a while if I spray starter fluid in the carb. Any Ideas on what I am dealing with should I be looking more at time or is there like a normal part of carb that stops working?

If it back fires it sounds like a shared flywheel key or have you switched the HT cables to the spark plugs?
Maybe the HT cable for the top plugs is put at the number two cylinder plug.
Also check the reed valves, broken reeds will end up with no fuel/air mixture will enter to the combustion chamber in the top of the head.

Open the float bowl and see if there's any fuel getting past the needle/seat.
Clean the carb, the low speed jets could be clogged after setting so long.
