Hello..My name is "Scrap". Just jivin.
I would take the cover off, (engine off)and work the control while looking at the engine end,to see where it is connected. At this point, there will be a set screw or cable stay.
Adjust it until the throttle plate is all the way open.
I've never werked on a Zuki outboard (had my share of Zuki bikes), but they are pretty much the same at the cable.
If the cable is moving the throttle plate wide-open, and it is still dogging, remove the prop, and check for plastic bags, monofilament wrapped-around the shaft.

There are also throttle stop adjustments in the control box. I had a similar problem with my Suzuki where I couldnt get any rev's in reverse. Turned out the motor end was adjusted correctly but in the control box the stop screws were screwed in way to much preventing the throttle lever from moving as far as it should. Its worth checking anyways !

Maybe a silly question But if it NEVER got past half speed, are you sure the prop wasn't the wrong size from day one?

Yeah try a much lower prop pitch like go from a 17 to a 13. Squirt some power tune in the carb see if that helps.
