Rust and Corrosion Question

I am looking at buying a 2003 Maxum 175 with a 3.0 Mercury. I went to look at it today and noticed a small spot of rust (approx. 3" x 4" area) on the valve cover. Also, the hydraulic arms that move the outdrive were corroded on the caps where the arms extend out of the cylinders. The boat has 140 hours on it and other than these items looks pretty good. I has not been in the water for a few months. Does this sound normal? It has not seen salt water according to he seller.

Anyone have any thoughts on this? Do you think it will be OK is i decide to purchase?

We can't see it or inspect it. That is why you should get marine survey when you don't know anything about a boat you are about to purchase.
