With the boat on the "new" empty, can you hook something else up to the pickup tube and see if you can pump any fuel out with something different?
That is an idea, could I drop it in a portable gas can? Or do I need pressure?

Only possibility I have left is wonder if the pickup tube goes into another tube in the tank. If it has something like this, maybe like putting the end of the tube in a Glass. The tube should have a hole near the bottom, but if its clogged up then it only gets fuel when its able to pour over the edge

No clue, just spit balling
I've felt around and didn't notice any tubes or ridges.

Sorry, I meant once the boat "runs out", is it possible something else could still pump fuel out of the tank, so you could rule out whether it's the pump or something inside the tank blocking the flow. You could just put the other side of that pump into a gas can.

When you pull the pickup tube out of the "empty" tank, is it wet with fuel? If you drop it in the tank, plug the motor end, and pull it out, is there fuel in the tube? Did I miss if you were able to draw out of the tank using primer bulb, or out of jerry can with primer bulb?

I will assume that when it Starves for Fuel, you have tried running/restarting it it with the Fill Cap off.

Yes, it is.

So I've replaced the pickup tube and added an anti siphon valve (to my surprise there was not one one attached to the pickup tube). Should I have added PTFE to the aluminum to aluminum fittings? I also replaced the water/fuel separator (which was quite empty) and the the fuel line to the pickup.

We'll see if any of this helps....
