rough running Mariner 200 fuel injected 2 cycle

Greetings all.
I continue to have a rough running, hard to idle 200 hp mariner 2 cycle fuel injected. It fires and runs rough when cold but after a few minutes it get hard to start with extremely low idle. Dies when I put it in gear. It seems to run ok once I get it up and running across the lake. I have recently ran it out of gas
Repairs/ parts I have replaced include:
1. New 6 coil packs
2. New switch blocks (2) Sierra
3. New spark plugs
4. New complete fuel line & cleaned the tank w sierra separator pre filter
5. Compression test: 3 @ 135, 3@130
6. New primary fuel pump diaphragm(s)
7. The existing injection fuel pump has 23 lb, 20 second time-out with ignition on.
8. All cylinders a firing with bright white spark and are consistent.
9. I confirmed the fuel oil mix by color against a known 50:1 mix in identical glass jars. Quicksilver oil & non-ethanal 91 octane gas.
10. I did a Seafoam treatment (24 hour soak) which made it run better.

I am now leaning towards a fuel inject regulator. Does anyone know how to test the regulator or is there something else I should be testing?

what year?.. i probably have an oem manual i can send with an email addy. will tell ya all ya need ta know about whats what and how ta test....

fuel pressure should be around 32-36 you need to block off your pressure regulator and see if it comes up if not put a new fuel pump on it cheap on EBAY if it does take your regulator off and hold it over a jar and the book tells you now many cc it should be putting out in a certain amount of time thinks its 3 minutes can't remember!

Where are you getting the Fuel that you are using

Where did you get the fuel-oil mix from the engine to compare with a Premix?
Running out of fuel, may have plugged the pickup in the tank. Dirt and Water shouldn't have made it past the water separator... Is there a Fuel Filter under the engine Cowling?
