Ridding Hull of Rust

Hi, everyone. I'll be redoing my wooden hull above the water line and need to address rusting clinch nails. I was told I need to pull them out individually and replace them, then sand and paint. Anybody with experience with a rust converter or paint-over-rust product that would work instead? What I want to avoid is what happened to my neighbors -- a few months after an expensive paint job, rust is starting to bleed through again.

I would look at using POR-15
