I am looking at a 1987 Johnson 28 spl for $600,, Are there any serious issues with these motors that I should know about?

Not that I know of, but make sure there is no water in the lower unit and take it on a test run before you spend the cash.

A very good design when new, however it's a good idea to have a knowledgeable Evinrude/Johnson technician check it over before putting out the cash. Anything mechanical, regardless of its perfect design may have serious flaws develop over time.
