When I shift into reverse the entire outdrive / prop comes out of water. Nothing appears to be loose or broken, the bolt, springs, lever.... etc seems to be in good condition. Is there an "easy" adjustment I can do? trying not only to learn but also same some $$$ in the mean time.

First, what are you working on?
second, could be as simple as shift linkage needs adjustment, or could be something is broke

If you have the AQ model with out hydraulic power trim make sure that the rod that comes down to lift the drive is not contacting the area where it pushes to raise the drive and spring loaded stainless button is protruding out of the top of the contact point when the drive is in the full down position.
If you have power trim take some channel lock pliers and penetrating oil and move all the levers against the springs, this also goes for the unit described above.

a few issues on the AQ drive. if you have been running with miss-adjusted cable for a long period of time, the pawls get worn... either weld them up and grind back to original shape, or replace.
