Welcome to iboats.

There are many methods for removing the tarnish and pitting...... however..... that tarnish and pitting is actually protecting the aluminum. I know it sounds strange.

You could sand and polish the aluminum then, treat it with a protectant such as sharkhyde.

You gould also google how people polish Airstream trailers ;)

There are many posts in the restoration section where people have polished their aluminum boats. Allot of work but the results are quite spectacular.

You could also sand it and then treat the aluminum properly and apply a coat of paint.

Agreed. That small layer of oxidation actually helps to protect the aluminum beneath. Kind of like when copper turns green. You can remove it, of course. It just takes lots of elbow grease, polishing compound and patience. Unless you're just dying for some bling on the boat, I'd just leave it be.
