The exterior rated glue is what you are after. . . Anything less would not last very long.

Cabinet grade birch plywood is definitely not good for a marine environment. I've had a little rain drip through my windshield rot out one of my cabin door bulkheads

You should give MDO plywood a look, much more suitable for marine applications than hardwood plywoods.

Lowe's used to carry Auraco, but once that went the way the of the "do do," I've hard a hard time finding ply that will work at the big box stores... Find a specialty lumber yard in your area and they will likely carry one or more of the following: MDO, exterior grade AC Fir, underlayment, even marine... (lots of choices)...

Ayuh,... Hardwood plywood has No place in a transom,... Especially Birch,...

Birch starts rottin', as soon as ya even think of water....

A few details on plywood.

Cabinet grade plywoods and particle boards typically use an interior grade adhsive-(Urea-formaldahide). I can recognize it by the smell when cut or freshly pulled from a stacked pallet.

Exterior grade ply woods and many OSB's use a different adhesive ( not sure what that is ).

If you can find an exterior grade plywood without voids and seal it your most of the way thier. MDO and other Marine plywoods will often use a better grade of wood ( not pine ) like mahogany that is a little more resistant to water absortion .

The experts may have more to add-- but that's my understanding.

Go to a lumber yard, NOT Lowe's or Home Depot. As for Floor Underlayment. It has few voids and uses 100% waterproof glue for it's laminations. Usually uses Douglas Fir Wood
