Replacing the Floor

I have started replacing the floor on my 1975 Glastron CV 16 and I had a quick question. I have noticed people talking about foam that is under the floor. When I removed my floor there was no foam in there. Is there supposed to be? Also, what kind of foam is it and what is its purpose?

I am NO expert but I have been reading that any boat under 20ft after early 70s had to have foam installed.

most small runabouts like yours should have had foam. Someone may have done a deck or stringer replacement in the past, and not put foam back in? That would be my guess.
