replacing bunk boards on sea ray/ez loader trailer

Anyone have experience with replacing 8' carpeted bunk boards with the polyethalene boards by TGIC? When I was checking out the trailer brackets that hold the bunk assemblies to the frame I found the after I were only snug
and allowed the brackets to shift. Are these bolts suppoed to be only snug or should they be tight? I thought I would leave the loose until trailering my sea ray and then torque them after I snug each assembly up tight against the boat bottom.

the attachments to the trailer frame should be tight. if the have a swivel head that attaches to the bunk board they should be snug. so the fit if the boat is a little off center.
