If the tabs only go up that high, they are either installed wrong, or they are not working properly, they should go level to the hull. And yes take off the whale tail.

agree with everyone.....your tabs are down and you should remove the whale tail.

What brand tabs are those? I know on my Lenco tabs, the controls are opposite what my trim controls for the outdrive are (ie, push the lower button to trim up and upper button to trim down). If the indicators are worn off on your switches I would start there.
