Unless the boat has been painted once already, what you are looking at is gelcoat from when the boat was made and you really can't do anything with it. What you can do is sand with 220 grit sandpaper and prime and repaint. Interlux makes several lines of paint that work very well and can be applied in a technique called roll and tip where you roll it on with a roller and tip the marks with a brush. Comes out like glass.
