I blew a freeze plug this winter. Boat started fine after winter, but freeze plug forced me to remove fuel filter and motor mount to replace plug. Plug in, no leaks and it started fine on first test. After a minute it stalled and quit. Won't start again. It's like it ran out of fuel. Fuel pump comes on (a soft whirring sound as key is turned), so I dont think that's the issue.

Could there be something with the filter I screwed up. If this were my outboard, I feel like I could pump the bulb and solve my problem.

The fuel pump is not supposed to come on with the key on. There is a pressure switch involved. Did you reverse the fuel pump wires.
Is there fuel at the carb inlet

The fuel pump is not supposed to come on with the key on.

It will if he has an EFI engine. But he failed to mention engine type, make, model, year, marinizer or anything else.
He needs to read THIS if he wants any real answers.
