Remove transom through hull bolts 1994 Tracker Magna 17 DC?

Hi, this is my first post here, please go easy on me. I bought this boat last year and discovered a lot of pitted on the transom, I am repairing the transom and outer aluminum skin. I removed some of the through hull bolts of the back of the transom. However, I can?t access to bilge area but block off the rest of the area by aluminum panel. Can someone please give me some advice how to remove the splash well or access the below the splash well, so I can get to the nuts for the through hull bolts. I post some picture when this forum allow me.

If I remove the rivets, you think I can access to the transom area?

The splash well are caulking - but one section is welded (in red).

How do I remove the U-Bolt and these screws? Under the splash wall?

May be the rail? I removed rivets but can't remove top panel.

Ayuh,.... Welcome Aboard,.... Are ya replacin' the plywood,..??

To remove all yer askin' 'bout, ya Oughta be,....

It'll be a Major reconstruction project for just paint,....

Base on what I see, the wood has been damaged where the screws and engine mount bolts. Saltwater got into the transom and core - that lead to aluminium pitted, I tried to patch pitted area before but saltwater keep creates more holes on my aluminium skin. I am preparing for the worst and do the major reconstruction on my transom once for all. I want to do it right in the first time. thanks

Ayuh,.... I'm not doubtin' yer diagnosis, But,....

Go over everything electrical in the boat,...
If Anything uses the hull for it's Ground path, ya found the cause of the pittin',....

That's a much more likely cause than the saltwater,....

Previous owners ground electrical posts on the hull for grounding. I removed them and re-wire the whole boat electrical system - including battery switch last year.
